28 JUNE 2021 - DES MOINES, IOWA: People listen to FRANK COWNIE, the mayor of Des Moines, outline the new rules for people who want to speak at city council meetings. A handful of community activists disrupted the Des Moines City Council meeting Monday. They were protesting changes in city ordinances that restricted peoples' ability to speak out at City Council meetings.
