19 SEPTEMBER 2003 - PHOENIX, AZ: Women in the Chain Gang in the Maricopa County Jail. County Sheriff Joe Arpaio has both men and women's chain gangs. Some in the community, and Amnesty International, complain that the chain gangs violate prisoners' human rights.
